What Is an EICR and Who Needs One?
An Electrical Installation Condition Report (EICR) is a formal document produced after a thorough inspection of the fixed electrical installation within a property. It identifies any defects, deterioration, or non-compliance with current safety standards, and categorises findings by severity.
Since June 2020, landlords in England are legally required to have a valid EICR for every rental property. The report must be obtained before new tenancies begin and renewed at least every five years. Failure to comply can result in fines of up to £30,000 and criminal prosecution.

EICR Technical Standards and Legal Requirements in the UK
An EICR is conducted in accordance with BS 7671 (the IET Wiring Regulations) and the guidance in the IET publication 'Guidance Note 3: Inspection & Testing'. The inspection covers all aspects of the fixed electrical installation, from the main incoming supply through to the final circuits.
Key elements inspected include the condition and suitability of the consumer unit, the adequacy of earthing and bonding arrangements, the condition of wiring and accessories, the correct operation of protective devices (MCBs and RCDs), and the presence of any alterations or additions that may not comply with current regulations.
Testing procedures include continuity of protective conductors, insulation resistance between live conductors and earth, polarity verification, earth fault loop impedance at the origin and at the furthest point of each circuit, and RCD operation testing at rated and five-times rated current.
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 mandate that landlords must ensure every fixed electrical installation is inspected and tested by a qualified person at intervals of no more than 5 years. The report must be supplied to existing tenants within 28 days and to new tenants before they occupy the property.
